It is found in the Maha Upanishad of the Atharva Veda, where the full verse is "अयं बन्धुरयं नेति गणना लघुचेतसाम् उदारचरितानां तु वसुधैव कुटुम्बकम्," The following shloka is also inscribed in the entrance hall of the Indian Parliament. अयं निजः परोवेति गणना लघुचेतसाम् । उदारचरितानां तु वसुधैवकुटुम्बकम् ॥ meaning "This is my brother and this is not; thus think those with narrow minds.
